Yesterday Governor Quinn made news when he signed legislation that will require all evidence in sexual assault cases be submitted for testing soon after getting it from the hospital. One goal is to clear up a backlog of untested rape kits in Illinois—a pervasive problem, according to a new report from Human Rights Watch. Sarah Tofte from Human Rights Watch explains findings from her report, “I Used to Think the Law Would Protect Me: Illinois’ Failure to Test Rape Kits.”
