Gov. Bruce Rauner started the week by introducing a mega bill that included a property tax freeze, changes to CPS’ pension plan and limits to collective bargaining rights for unions. Senate President John Cullerton is pushing his own rival plan to help Chicago Public Schools. It includes some of the governor’s policies but wouldn’t limit bargaining rights for unions. His bill passed through the Senate Tuesday. President Cullerton joins us to explain what he’s hoping to do with this bill, and how budget talks are progressing.(EC/File)
