Illinois’ financial woes could mean some substance abuse clinics will have to close within 30 days. Sara Moscato Howe is with the Illinois Alcoholism and Drug Dependence Association. She says some centers will have to lay off employees and reduce services next month in order to stay afloat.

HOWE: What happens if they’re not able to get services is we frequently see them in the criminal justice system at a much higher cost. On average, it’s $2,700 to treat an individual, and it’s anywhere between from $25,000 to $32,000 to incarcerate an individual.

Howe says she hopes state lawmakers will take out short-term loans to pay off more than $40 million owed to treatment providers. Governor Pat Quinn’s office did not respond to requests for comment. The state’s comptrollers says Illinois has $5 billion in unpaid bills
