A Cook County special grand jury Monday charged Richard J. Vanecko with involuntary manslaughter in the 2004 death of David Koschman. After many stalls in the case, Cook County Circuit Court Judge Michael Toomin appointed Dan Webb as a special prosecutor to investigate whether criminal charges should be filed in the case.
