At a press conference earlier today Russian president Vladimir Putin said Russia could use “all options” to protect its “compatriots who were living in terror in Ukraine.” He also said that sanctions would be “counter-productive.” U.S. Secretary of State John Kerry arrived in Kiev this morning and the U.S. has pledged a $1 billion energy subsidy package to help prop up the Ukrainian government.
