Cook County Board President Toni Preckwinkle on Thursday unveiled a balanced $6.18 billion spending plan that steers clear of new taxes and layoffs while expanding health care services and funding criminal justice reform.

Preckwinkle says the county is facing its smallest deficit since she took office in 2010. She joins Reset for more on the priorities outlined in her 2020 budget proposal.
