The agreement signed last week between the U.S. and China demonstrated the two biggest emitters were serious about cutting carbon before the big UN Climate Conference in Peru next month. This week the U.S. showed it was serious about helping developing countries with a three billion dollar contribution to the Green Climate Fund.
