UNESCO, the United Nations Educational Scientific and Cultural Organization, has suspended the voting rights of the United States and Israel because both countries have not paid their dues for the last few years. The U.N. body overseas an array of educational and cultural programs, including the designation of World Heritage sites. Both the U.S. and Israel stopped paying their dues after the U.N. organization decided to grant full membership to the Palestinians. By law, the United States must automatically stop providing funding to a United Nations agency if Palestinians gain full membership. Esther Brimmer, a professor of international affairs at George Washington University and former assistant secretary of state for international organizations from 2009 to 2013, believes the law needs to be changed.
