Otto Herrera was one of Guatemala’s most notorious drug traffickers when he was extradited to the U.S. and imprisoned in 2008. But for still unexplained reasons, and without the knowledge of even the Guatemalan government, the U.S. quietly released Herrera, years before his sentence was up. Steven Dudley, co-director and head of research for Mexico, Central America and Caribbean for the think tank InSight Crime, will tell us why this practice of releasing drug kingpins early is not uncommon for the United States.
