State Rep. Dave Winters (R-Rockford) has launched his campaign for lieutenant governor by promising to scrub clean a government he says is mired in scandals and partisanship.

While announcing his candidacy Wednesday, Winters also launched a referendum campaign to change the way the Illinois Legislature is organized and the way people elect senators and representatives.

Winters told the audience at the Union League Club in Chicago his initiative would make more districts competitive, put term limits on House and Senate leaders, and take politics out of redistricting.

Winters says he expects opposition from both Democratic and Republican party leaders on the issues raised by his ballot measure.

Hancock County Commissioner Randy White and Carbondale Mayor Brade Cole are the other Republicans expressing interest in the lieutenant governor post.
