Currently in the Iraqi parliament, legislation for provincial elections to be held this fall has been vetoed by President and Kurdish leader Jalal Talibani.  Also, violence has again flared in Kirkuk, the ethnically-mixed and disputed northern city, as female suicide attacked a crowd of Shi'ia pilgrims.

Jerome asked Noah Feldman how the Iraqi constituion is coming into play during this three-way power struggle between the Kurds, Sunnis and Shi'ia in Iraq.
