A set of federal decrees put in place over 25 years ago makes it illegal to consider any political factor when hiring government employees in Illinois. The City of Chicago has been trying for years to end court oversight of its hiring practices. That case recently took a contentious turn. For WBEZ, Dave Glowacz has the story.
