A year ago, the Midwest gained national attention for much more tragic reasons. But the floods that engulfed Cedar Rapids, Iowa in June of 2008 brought an estimated $6 billion in damage. Chicago-based documentary producer Tracy Ullman hopes to bring more attention to that devastation with her new film, City Under Water
. It airs this Sunday evening on WTTW, channel 11
