Illinois Gov. Pat Quinn and U.S. Senator Dick Durbin met Monday in Chicago to announce a proposal for improving rail service to St. Louis. Both Democratic lawmakers hope the state can get a significant portion of the $8 billion in stimulus cash that President Barack Obama has pledged for high speed rail in the U.S. Durbin says this is a once-in-a-political-lifetime opportunity.
