While today brings a new fiscal year for the state of Illinois, not much has changed – the state house adjourned without a signed budget. Democratic Governor Pat Quinn insists on a tax increase, while legislators say that budget cuts are the key. Democrats’ and Republicans’ bipartisan support will not come easily.
