Illinois lawmakers will return to the state Capitol on July 14 to continue work on an overdue budget. And, lobbyists from towns across the state will also be heading to Springfield. They aim to get the attention and more importantly the budget allocations of lawmakers. So do their interests advance the process, or help gum up the works?
