As Illinois legislators work to sort out a massive budget crisis one solution could end up with thousands of teachers laid-off in Chicago. Those layoffs would be decided largely on teacher seniority. But Tim Daly of the Brooklyn-based New Teacher Project says teacher evaluations should play a role.
