Union an Obstacle to Culture Change in Juvie?

Four years after the state created the Department of Juvenile Justice, a true transformation of youth corrections hasn’t come about. Over the past few days, we’ve heard from a variety of critics, who have raised concerns about the education system in youth prisons, and about resources are allocated.

We’re joined by two women who share some of those concerns, but have differing views on how to bring about “cultural change.” Paula Wolff is a Senior Executive at Chicago Metropolis 2020. Ann Irving is the Director of Public Policy for AFSCME, the union that represents employees in the justice system.
