A new report from Chicago’s Police Accountability Task Force calls on the department to acknowledge its racist past to heal the relationship with the community it serves. Chicago Mayor Rahm Emanuel formed the task force last year after a video was released that showed the police shooting death of Laquan McDonald in 2014. The video sparked an outcry over police tactics in Chicago.
