Chicago breeds best hoopers but can't keep them at home

Many of the country’s best high school basketball players come out of Chicago. So why can’t the local and regional colleges and universities keep them at home? Shouldn’t DePaul and Northwestern and Illinois be able to recruit them and thus become self-perpetuating big-time programs like Kansas, Duke, and Kentucky?
