Cook County Board President Toni Preckwinkle explains her sales tax plan

It’s not just the state and Chicago Public Schools that are in dire financial straits. Cook County is also facing the burden of unfunded pensions. Cook County President Toni Preckwinkle originally campaigned against a controversial sales tax hike that contributed to her predecessor’s re-election loss, but now she says it’s a necessary move.
