Chicago City Council’s finance committee voted Monday to pay out $31 million to four men who say they were coerced into giving false confessions by police. Known as the “Englewood Four,” the men were teenagers when they were convicted of a 1994 rape and murder. After new DNA evidence emerged, a judge declared the men innocent.
