A proposed ban on the firearms attachment used by the Las Vegas gunman to kill dozens of music fans is floundering. “Bump stocks” are attachments that can transform semi-automatic guns into high-powered automatic weapons. A plan in Springfield to prohibit their sale or possession could put violators in prison for up to seven years. But it failed in the Illinois House on Thursday.
