How do other countries avoid a government shutdown?

Jason Prell, an IT consultant in Chicago, is angry and frustrated by the current government shutdown. He thinks the U.S. should change its constitution and adopt a measure from the Australian system known as double dissolution. He even started a petition which he put online- but it's not available because the website isn't working due to the shutdown. He'll tell us how the Australian system works and explain why he believes Americans could learn something from the Australians. Plus, Slate's Joshua Keating tells why other countries have been able to avoid shutdowns similar to what Americans are experiencing right now. (Photo: A.P./J. Scott Applewhite)
