Is Montenegro's admission to NATO a move against Russia?

This week NATO issued an official invitation to Montenegro to join its alliance. The offer comes amidst the growing tensions between Russia and Turkey (Turkey is a member of NATO). Russia threatened "retaliatory actions.” Within Montenegro, the public is divided. The country has a large Russian population and was also bombed by NATO during the Kosovo war.
