It’s been more than five months since Chicago hired a former federal prosecutor to look into how the city’s Law Department handles shootings by police. In January, a federal judge said the Department had concealed evidence in a police shooting that killed 27-year-old Darius Pinex. 

That case prompted the city to hire attorney Dan Webb to investigate how the department handles civil-rights claims like wrongful-death suits. Neither Webb nor city officials are saying why the review is taking this long.
