A Chicago Police officer has been charged with beating a man that was handcuffed in a wheelchair.
A new federal indictment alleges that William Cozzi repeatedly struck a man who was handcuffed and shackled in a wheelchair at Norwegian American Hospital in 2005. The indictment says Cozzi violated the civil right of the man “to be free from the use of unreasonable force by a person acting under the color of law.”
According to a spokesman for the Chicago Police Department Cozzi is not longer working for or getting paid by the department. If Cozzi is convicted, he could serve 10 years in prison and a face a quarter million dollar fine.
