President Obama has pushed for universal preschool since his last State of the Union address. Today, legislation introduced by Senator Tom Harkin and Representatives George Miller and Richard Hanna, puts the president's proposal into action. Advocates of early childhood education are rejoicing over the bill's existence, but hurdles remain. We talk with WBEZ producer Becky Vevea about what's in that bill and what it means for Illinois.
