Potentially frivolous misdemeanor charges

An investigation by the Chicago Reporter shows most misdemeanor charges in Cook County are dismissed. The investigation, released earlier this month, says eight out of ten misdemeanor charges from 2006 to 2012 were dismissed in the Cook County courts. Critics say this is due to a Chicago Police Department strategy to arrest petty criminals and keep them in the system to prevent worse crimes. Angela Caputo, from the Chicago Reporter, joins us in studio. Antwan Franklin, a Chicagoan who has been arrested for several petty crimes and has had cases dismissed, joins us on the phone.
