Home equity districts in Chicago

A few decades ago, Chicago was the laboratory for a new experiment in housing. Illinois lawmakers created new taxing districts on the southwest and northwest sides. These so-called home equity districts were designed to comfort whites worried that property values would drop if blacks moved into their neighborhoods. WBEZ's Natalie Moore has the first of a two-part series that examines whether these taxing bodies have outlived their purpose.
