The Eastern European Gang Connection

Street gangs don't hold a monopoly on crime in Chicago—or even, for that matter, on gang crime. The infamous Chicago Outfit featured such luminaries as Al Capone, and has faced prosecutions as recently as last year's Family Secrets trial. And the fall of the Soviet Union in 1991 brought scores of Eastern European criminals into the United States—and into Chicago. They're known for trafficking drugs – and women. James Wagner is a former FBI official, and the president of the Chicago Crime Commission. He told Eight Forty-Eight's Richard Steele that the Eastern Europeans benefit from the strong ties with each other — here and in their homelands.
