Changing Gears: How vacant lots can be put to good use

All across our region cities are pockmarked with empty buildings and vacant lots. Some see this as a sign of blight and economic collapse. Others spot opportunity. Rather than wait for long-term solutions they’re taking these empty spaces over. But their temporary ideas for filling them could pay off down the road. Changing Gears reporter Dan Bobkoff has the story from Cleveland.
