A state run mental health facility in downstate Illinois has history of abusing residents

Choate Mental Health and Development Center in rural Illinois is a state-run facility that serves people with profound mental conditions. Illinois state police have opened at least 40 criminal investigations into alleged misconduct at the facility over a ten-year period through last year.
