A new law in Illinois shaves off a day from prisoners' sentences for every day prior to 2021 that they worked a job or participated in an educational, reentry or substance abuse program.
But there are inconsistencies in how the law is being enforced, and poor record keeping at prisons throughout the state means people who should be released instead remain behind bars.
