Pension problem kicked to City Council

The Illinois Legislature passed Mayor Rahm Emanuel’s most recent attempt at fixing the city’s pension crisis. The bill now heads to Gov. Quinn's desk. Initially, lawmakers were hesitant to pass a bill that would force them to vote on a property tax increase. That responsibility will now fall on the City Council.
