The Chicago Board of Election has recommended using mail-in ballots and drop-boxes for future special elections. Members of the board made the suggestion after the special primary in the 5th Congressional District Tuesday. Cook County Clerk David Orr says he’s also in support of mail-in voting. Orr’s office oversees elections in suburban Cook County.

ORR: The goal of our election philosophy ought to be to do things to make it easier for people to participate. So that alone would do it, but in this case you get a two-for-one. You get a higher turnout and you get savings.

The Illinois legislature would need to sign off on the mail-in voting proposal.
