A lawsuit says more than a thousand sex offenders are being detained in prisons across Illinois — sometimes for years after they’ve served their time. Cook County Public Defender Amy Campanelli says the strict housing rules the Department of Corrections says prevent it from releasing the offenders need to change. She says the practice is unconstitutional and violates the civil and due process rights of thousands. Campanelli says applying such broad restrictions to sex offenders without individual assessments isn’t fair and doesn’t make the public any safer.
