For decades Chicago’s food cart vendors have been operating in legal limbo. Despite the seeming tolerance for them in certain neighborhoods, vendors are still susceptible to ticketing and arrest at any time. The Institute for Justice Clinic at the University of Chicago is offering a proposal to change that and to finally legalize Chicagoans selling dumplings, tamales, fruit cups and more without fear of repercussions.
