Dennis Hastert says he is not stepping down as Speaker of the House.

But, he says he’s, “deeply sorry” for the scandal involving Florida Congressman Mark Foley’s relationship with teenage Congressional pages.

“The bottom line is that we’re taking responsibility because utlimately, as someone has said in Washington before, the buck stops here,” Hastert says.

Hastert reiterated that he didn’t know about the messages until last Friday.

He says the Justice Department, the F.B.I. and the State of Florida are opening criminal investigations into Foley’s e-mails and instant messages.

Also today, the House Ethics Committee created a sub-committee to investigate who knew what and when.
