Gov. Bruce Rauner has said Illinois has a spending problem.
“We have been living beyond our means, spending money that Illinois taxpayers could not afford,” he said in his address to lawmakers introducing his proposed spending spending plan for next year.
Rauner’s introduced the idea of big cuts almost across the board.
It’s a very strong – and a very public – starting point in negotiations.
And that’s created some panic.
If you stop and look around Chicago, you can see the influence of money from Springfield in almost every corner of the city.
