It’s budget day in the City of Chicago. Mayor Rahm Emanuel unveiled his 2015 spending proposal to the city’s aldermen this morning. But the mayor’s budget speech was light on specifics. And he glossed over one of the biggest fiscal challenges facing City Hall. WBEZ’s Alex Keefe joins us to explain the mayor’s proposal.
