Lawmakers narrowly avoided a government shutdown Saturday night, passing a stopgap funding measure that will allow Washington to function for 45 days. Democrats backed the bill nearly unanimously in the House. There was just one holdout: Rep. Quigley, co-chair of Congressional Ukraine Caucus.
