Curious Citizen Andrea Lee of Chicago’s Noble Square neighborhood reached out to her alderman about two problems: a lack of a recycling bin and basement flooding. No dice with either problem. Given an alderman’s vague job description, Lee wanted to know what aldermen actually can do.
