On Thursday, we told you about areas on Chicago’s Northwest and Southwest Sides that have special tax districts that were created decades ago. The idea was to reimburse white homeowners worried about blacks moving in and decreasing their property values. Those fears never materialized and most of these bungalow neighborhoods racially transitioned on their own. Yet the tax districts are still there, sitting on millions of dollars. Alderman Nick Sposato of the 36th Ward is questioning if these home equity programs are still necessary, and he details what he’s hearing from constituents. James Rudyk from The Northwest Side Housing Center details the concerns his clients raise when they ask about the program.
