Today I spent part of the morning with Raquel Rolnik, a special rapporteur on housing for the U.N. I had to look up the meaning, too. The Chicago Housing Authority’s Plan for Transformation is now drawing global attention. It makes sense. Sometimes they way public housing residents are described (“right of return”)‚  sounds like language to describe refugees.‚  As I’ve reported in the past, no place in the country is doing anything like Chicago when it comes to public housing. A few years ago the Coalition to Protect Public Housing wrote the U.N. a harsh letter criticizing. CHA. Residents and advocates say too many public housing units are being torn down before a new plan is ready. There’s also concern that people who don’t return to mixed income or traditional public housing are dropped in to high-crime, high-poverty Chicago neighborhoods.‚  It’s true. Ms. Rolnik’s report on Chicago and several other U.S. cities will be presented before the U.N. General Assembly in March.
