President Obama unveils proposed changes later today to the embattled National Security Agency. The NSA has been at the center of controversy over its phone surveillance program which was brought to light by former NSA contractor Edward Snowden. Last summer, the White House convened a panel to come up with ways to reform the NSA. We talk with panel member and University of Chicago Law Professor Geoffrey Stone about what he recommends for changes at the agency.
