Big box retailers like Wal-Mart have run into roadblocks as they try to open new stores in Chicago and a number of outlying towns.

Some communities have the luxury of trying to restrict big retailers, or saying no altogether.

But Gary, Indiana — the biggest city in Lake County — can’t seem to land a big box store or even a major supermarket.
