Each year, thousands of Chicagoans are ticketed and towed because of the city’s winter overnight parking ban. WBEZ digital editor Elliott Ramos knows all about the ban. So much so that he decided to get rid of his car! But when Ramos started really digging into the numbers, he found out that despite all the towing, fines, and fees, the streets aren’t any clearer for emergency vehicles, and the city probably isn’t making money.
